HEERF I - CARES
In spring 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security
(CARES) Act, which included the Higher Education Emergency Relief Fund (HEERF). This
provision provides two sources of assistance for colleges and universities: 1) Emergency
funds to be distributed directly to students and 2) Funds to support college operations
impacted by COVID-19. The information provided on this web site complies with CARES
– HEERF public information requirements.
At that time, COCC was awarded $3,183,671 in CARES Act – HEERF funding, with 50% of these funds directed towards student aid; the remainder are directed to support institutional operations impacted by COVID-19. To access these funds, COCC signed a Certification and Agreement attesting to the College’s commitment to use the funds for the intended purpose.
- Spring 2020 - Student Aid
- HEERF funding was distributed go to all certificate- and degree-seeking students who completed the FAFSA®, met Title IV eligibility and demonstrated mid- to high-levels of financial need on May 15, 2020. Students dually enrolled with OSU, who did not declared COCC as their financial aid home institution, were excluded because these students could receive funds through OSU.
- Awards ranged from $525 to $1,025 per student.
- While about 2,000 COCC students qualified for some type of federal student aid, 1,558 spring term students met COCC criteria for CARES Act – HEERF funds.
Total amount awarded for spring term was $1,405,550.

- Summer 2020 - Student Aid
- COCC recognized that some students in its Automotive, Aviation, Health Information Management, and Manufacturing programs were unable to attend spring term due to COVID-19 social distancing restrictions. Therefore, the College held some funds so that students participating in these programs during summer term could also receive the HEERF emergency funds.
- Students in these programs will only receive the funds if they did not receive emergency aid in spring term and met the other criteria listed above on July 2, 2020.
- 17 summer term students meet COCC criteria for distributing summer CARES Act – HEERF funds.
Total amount awarded for summer term was $15,325.

- Fall 2020 - Student Aid
- Student must be enrolled in at least three credits at the time of the request and must be in good academic.
- Student must provide documentation as to expenses and how the expense were incurred due to COVID.
- Funds could be used for transportation or vehicle issues, housing expenses, childcare expenses, technology support, online course fees or other documentable expenses.
Awards were given to students on a first-come, first-serve basis who submitted an application and provided supporting documentation of how their need related to COVID and a receipt for/projection of expenses. Awards ranged from $125 to $1000, with the average grant amount $790. Students were notified of their award via email: "We are please to share with you that after review of your application you will receive $XXX from the COVID Emergency Fund. These funds will be distributed starting today and will be either direct deposit or sent as a check depending upon the preference you have selected in your student account." The College awarded all but $1,305 of these dollars. The remaining balance was included in the CARES - HEERF Title III distribution.
In addition to the original CARES - HEERF student aid disbursed to the College, COCC was eligible for additional aid as a Title III institution. The total aid amount Title III-related CARES - HEERF funds was $156,348. Funds were distributed to students who had a FAFSA® on file, currently enrolled as of December 12, 2020 in six or more credits, had an expected family contribution (EFC) of less than $15,000, or did not receive funding in spring or summer. The College distributed $190 per student to 814 students, leaving a CARES - HEERF student funding balance of $4,348.

Good morning, Bobcats. We have some good news for you! As part of federal COVID funding support, the College is able to provide additional financial assistance to students who meet specific criteria. With this, we are please to share that an additional financial aid award of $720 will be posted to your account later today. These funds will be deposited to your account or a check will be mailed to you depending on what you indicated as part of the Financial Aid process. The intent of these funds is to help with any education-related needs, including housing, book, utilities and more.
In addition to emergency aid, COCC has several other resources to help you be successful. These include general resources as well as financial resources.

HEERF II and III - CRRSAA and ARP
As part of the Higher Education Emergency Relief Fund (HEERF), the College has received
federal emergency funds to assist students with personal expenses. President Biden
and former President Donald Trump, with the support from Congress, both passed two
new COVID Relief Fund packages, which once again included an allocation for distribution
to students. COCC has been awarded the Coronavirus Response, Relief, and Supplemental
Appropriations Act (CRRSAA) and the American Rescue Plan (ARP) Act. This support
is in addition to federal and state financial aid. At this time, COCC has been awarded
$17,610,995 between these two funds and with $7,192,673 directed toward student aid.
FAQs about student aid for credit students as well as the communications to be sent
to students are below. It is important to note that Adult Basic Skills students will
also receive support starting in fall term 2021. Those details will be available as
fall term gets closer and some Small Business Development Center (SBDC) and Continuing
Education (CE) courses will also have a significant tuition discount; details on these
options will be in the SBDC and CE class schedules.

Thanks to the work of our federal legislators, COCC students are eligible for financial assistance through COVID emergency relief funds. As such, you will soon receive $xxxx. You do not have to apply for these funds as they will automatically be awarded to you since you are pursuing a COCC Certificate or degree. This money will be sent to you via check or your selected refund method on your Bobcat Web Account on Tuesday, October 5. Please note that colleges are required to give this money directly to students, so you may have a balance due from your fall term tuition and fees, regardless of this additional financial assistance.
There are no restrictions on these dollars as they are designed to help you with everyday expenses. We anticipate having funds available throughout the upcoming academic year, although amounts may vary each term.
